Basic Principles governing Public Administration

Some tasks such as receiving school and university documents, obtaining business license, getting a passport, and others take more time than ordinary. some people, who have friends or relatives in the same office, they process their work before the exact time and those who do not know anyone, they have to wait for a long time to proceed their work and they might face some problems.

AEPO’s writer/producer has talked to some peopl about this issue.

Abdul Sabour, a resident of Logar province says, “We filled national electronic identity card forms in Logar province and we came for the biometric process to the central ID card office in Kabul city. They wanted us to stand in the row. Those who knew anyone in the mentioned office were helped them to be biometric before others and this issue caused me to fight with one of the employees of that office.”

Haidar, a resident of Kunduz province says, “Once I wanted to translate my national ID card (Tazkera) and this issue took more than two months and I spent about 30 thousand Afghanis.”

A lawyer, Muhammad Ashraf Rasoli talks about this issue, “No administrative staff has the right to deal with their clients according to their language, religion, position, and other relationships. They should treat all clients according to the law and regulation, otherwise, the office and clients would face problems.”

What do some people think about the principles of administrative law?

Qayumullah, a resident of Paktia province says, “As the administrative law is recently enforced in Afghanistan, I do not have any information about it.”
Abdul Rahman, a resident of Laghman province says, “According to the administrative law of Afghanistan, no employee has the right to have discriminatory behavior with their clients.”

Muhammad Ashraf Rsoli says, “The purpose of administrative law is to control government power in protection of individual rights; rules designed to ensure administration effectively performs assigned tasks; ensure govt. accountable and fosters participation by interested parties in the decision-making process.”
